10 EHL Inner Harbor Navigation Canal

Problem

Additional mooring buoys requested at Mile 10 EHL.

Recommendation

Due to staging limitations at the lock, no more than 2 tows can moor at any given time. Recommendation is to remove up to 10 mooring buoys from this location (leaving 4) and transfer to Mile 10 EHL. There are currently no mooring buoys at Mile 10 EHL, and there is a need for staging/mooring in this area.

Status

Reported to the Corps 10/03. The New Orleans District is open to discussion with the tow industry on the relocation of 2 buoys to Mile 10 EHL, as well as the purchase and installation of new buoys (funds, however, are currently unavailable for purchase or installation of new buoys). The remainder of the mooring buoys immediately east of the Inner Harbor Navigation Canal are placed to protect the levee/floodwall during construction, and cannot be moved.

Mooring Problems
 

The following areas need moorings for tripping and weather delays.

1.

GIWW Mile 34 EHL Rigolets

2.

GIWW Mile 108 WHL (both sides of Wax Lake Outlet)

   
 

Status: Subject to availability of funds, the Corps will install mooring buoys at these locations. However, the Corps has no nearby facilities to monitor the use or condition of the buoys at these remote sites. Accordingly, industry cooperation will be essential to the successful use of mooring buoys at these locations.
