Very bright lights on east bank on Jackson City boat ramp, just below Jackson RR bridge make it difficult to line up with the bridge at night.

City of Jackson contacted by the Coast Guard and lights redirected. As of 1/18/01 mtg (CLOSED).

Problem

Pass Aux Herons channel range lights need to be repositioned.

Recommendation

Get industry consensus and reposition ranges.

Status

LCDR Bills and a member of National Geodetic Survey visited all ranges and obtained first order surveys. WO 01-16 issued to Group Mobile to relocate ranges - ECD 3/31/01. Ranges "A," "C" and "D" rebuilt First Qtr. 2001. CLOSED as of 8/13/01.

Problem

From Pass Aux Herons Channel beacon #6, to Bon Secour Channel beacon #147, there are three new wellheads, just north of the maintained channel with inadequate lighting and no radar reflective material. This situation is extremely hazardous since most traffic transits to the north of the channel. Missing aids exacerbate the problem.

Recommendation

Replace the missing aids and require the owners to light and add radar reflectors to these structures.

Status

October 2000, problem still exists. Corps is examining realignment of channel and have concerns about depth of some pipelines. Unable to mark an official channel due to pipelines and hazards. (CLOSED).

New Problem

The completion of the new bridge coupled with rock barges moored to sunken barges creates a hazardous condition. There is not room to meet tows.

Recommendation

Prohibit tying off of barges that restrict the channel and require owner to remove sunken barges.

Status

Barges in channel removed. Remaining barges out of channel (CLOSED).

Problem

Eastbound tows have to maneuver around a large sandbar on the south bank to align the bridge span. Inadequately marked at a critical point in bridge alignment. Two unlighted buoys need to be lighted.

Recommendation

September 1994, two buoys now in place, but difficult to see at night without constant spotlight use in a populated area.

Status

Status: October 2000, GICA navigation group decided to leave marking the way it is and encourage the Corps to keep dredged. Leave as is 1/18/01 (CLOSED).

Problem

Problem

Bridge support piers are too close to the present fender system.

Recommendation

Fender system should be heightened to protect the support piers and the guidewalls should be built to original length. Northwest corner should be a heavy cell type dolphin.

Status

Fendering system replaced. Florida DOT has issued public notice of intention to replace bridge. Fendering System completed. 1/18/01 (CLOSED).

Pensacola Bay Bridge

Problem

Fender works are designed too low to adequately protect the bridge piers that support the bridge span.

The ends of the old bridge are adjacent to each side of the Pensacola Bay Bridge span. The old bridge is used as a fishing pier. The bridge has no fender works protection and is located in an area of considerable barge traffic.

Recommendation

Contact Florida DOT and request fender works be redesigned and adequately rebuilt high enough to protect the bridge piers. Add dolphins to protect the old bridge piers. Also need gated buoys at west approach.

Status

Per 9/14/00 mtg, bridge needs gated buoys each side of center span. WO-01-08 issued to Group Mobile to place established 2 buoys on Jan 2, 2001. CLOSED as of 8/13/01.

Status

Working Group at 1/18/01 Navigation Committee meeting agreed no ATON alternative to current situation. Current is cause. No further USCG action planned. As of 1/18/01 mtg (CLOSED).

Problem

Ranges are not correct on the I-10 bridge marking the center of span considering channel alignment.

Recommendation

Check range alignment and contact the Florida Department of Transportation. U.S.C.G. to work with industry to determine cause of problem.

Status

October 1993, reported to U.S.C.G. Awaiting Reply D8(ob) D8(oan) staff to obtain boat ride. October 2000, problem still exists.

Action Plan

Coast Guard Bridge Branch working with Corps to determine channel alignment. USCG to send letter to Corps on survey per 1/18/01 meeting. Consider item CLOSED.
